banner_subtitle overridden in theme code

Description

As part of the "quickstats" calculation performed in the desert sand theme, the welcome.php locale is loaded, which overrides the banner_subtitle variable. All pages come out as having a title of "Welcome".

code is located in themes/desert_sand/code/smarty.php

As a side question, this code is part of the theme, but should it be moved into the main code?

[1289], moved quicklink specific stuff to another file.

The patch looks weird since git decided to copy from another file, but it ends up right.
