cluetip library is too slow when cache list is long

Description

IE7 is unbearably slow when it has to large lists with javascript. This makes the cache list very slow to load.

After some discussion on the jquery list, I was advised that we need to use event delegation to fix this.

[1367] and [1368] replaced cluetip with a smaller library called simpletip which uses event delegation to achieve significant speed bonuses. The javascript rendering time went from 3-4 seconds in firefox to < 10ms.
