hardcoded user settings ignore admin settings

Description

In welcome.php the values for the settings of Low,Medium,High are hardcoded. This means, if one sets that the users cannot disable virus scans, they can change it with "Off" from the welcome.php

For that matter, it seems that my settings page ignores those admin settings too.

correction. settings page does not ignore those settings... I was just looking at an administrator page, where they are always available.

One obvious thought is that the hardcoded settings should be changed to match the admins wishes.
